That is where the head of the Catholic Church was located and the people had been repressed by both the church and monarchies and became enlightened as to the knowledge and thought's that were both repressed by the church and the burdens placed on the populations by the monarchs of the regions. Freedom and autonomy were major factors in free thought and progress. The Catholic church, remember the Inquisition, was very controlling and brutal as were the monarchy unaware of the abuse and attitude they displayed and treated the populations.
