Politicians make many promises, and of course are unable to solve any problems, especially social problems. It is up to the communities to band together and try to resolve by helping one another. Politicians cannot make people do things, that is why there are such things as neighbourhood watches, family villages, babysitting clubs, etc. Which are all free and organized by the public. Gov is just a mild representation of a bigger problem. It is up to communities to help one another and not rely on government intervention
